We covered the evil Alliance for Securing Democracy here. Basically, Matt Taibbi’s reporting from then Twitter Files exposed the bipartisan political operation known as Hamilton 68 that promulgated and perpetuated the myth of Russian control of American politics. Hamilton 68 was a collection of almost completely non-Russian Twitter users deceptively selected and then fed to reporters and members of Congress as data proving Russian influence in U.S. elections. 

The uncovering of this op makes institutional rot in the United States more apparent than ever before. After all, Big Tech collaborated with this disinformation operation to delegitimize a democratically elected president while federal agencies — notably, the U.S. State Department — weaponized this disinformation against the American people.

To recap, Hamilton 68 pretends to be this: The Hamilton 2.0 Dashboard, a project of the Alliance for Securing Democracy at the German Marshall Fund of the United States, provides a summary analysis of the narratives and topics promoted by Russian, Chinese, and Iranian government officials and state-funded media on Twitter, YouTube, state-sponsored news websites, and via official press releases and transcripts published by their respective ministries of foreign affairs.

Now comes more about the GEC and its founder the ultra leftist Richard Stengel. He is the former Under Secretary of State for Public Diplomacy in the Obama administration. Prior to going to Washington, Stengel was the editor of the unreadable TIME magazine for seven years. Stengel fabricated the Hamilton 68 list, promoted the Russia collusion hoax, and created the U.S. government’s GEC censorship and propaganda arm.

This DHS-backed censorship consortium used 120 analysts to censor millions of social media posts on elections and covid-19. The DHS outsourced censorship to the Election Integrity Partnership (EIP), comprised of four organizations: Stanford Internet Observatory, the University of Washington’s Center for an Informed Public, Atlantic Council’s Digital Forensic Research Lab, and Graphika.

James P. Rubin.

From 1989 to 1993, Mr. Rubin served as Professional Staff Member on the U.S. Senate Committee on Foreign Relations and Senior Foreign Policy Adviser to Senator Joseph R. Biden, Jr.  During the Clinton administration, Mr. Rubin served as Assistant Secretary of State for Public Affairs and Chief Spokesman for Secretary of State Madeleine K. Albright.  In 1999, he was a special negotiator to secure the demobilization of the Kosovo Liberation Army.  Mr. Rubin also served as Senior Adviser and Spokesman for the U.S. Representative to the United Nations Madeleine K. Albright (1993-1996), and Research Director for the nonpartisan Arms Control Association (1985-1989).

Mr. Rubin served as a Commissioner of the Port Authority and Counselor to New York Governor Andrew Cuomo, Adjunct Professor at Columbia University, and Co-Executive Editor for the launch of Bloomberg View.  Mr. Rubin was an anchor and commentator for SKY News, a Visiting Professor of International Relations at the London School of Economics, a partner for the financial advisory firm the Brunswick Group, and co-anchor of the PBS series Wide Angle.
